Cheaper Home Batteries Program

The Cheaper Home Batteries Program is a federal initiative, expanded to $7.2 billion, to support Australians with solar battery rebates until 2030. Since 1 May 2026, a tiered structure limits rebates for larger battery systems, and the STC factor has stepped down from 8.4 to 6.8. It drops again on 1 January 2027, then every six months until 2030.
Save Significantly: Lock In Your Rebate Now!
Here’s what the new rebate structure will look like:
- From 0 kWh up to 14 kWh (inclusive): STC Factor applied at 100%
- Every kWh greater than 14 and up to 28 kWh (inclusive): STC Factor applied at 60%
- Every kWh greater than 28 and up to 50 kWh (inclusive): STC Factor applied at 15%
Under these changes, a large 48 kWh battery could see its rebate drop from around $17,840 (2025 launch rate) to roughly $6,880 (rate from 1 May 2026). Right-sizing your battery to your actual needs matters more than ever, and with the rebate stepping down again on 1 January 2027, acting now means securing the strongest incentives available.
*Rebate amounts are estimates based on an STC value of $40 and the STC factors published by the Clean Energy Regulator, and are subject to change. Actual rebates may vary depending on installation date, STC market price and battery specifications
Battery Storage
From 1 July 2025, the Cheaper Homes Battery Program takes effect; households and small businesses are eligible for around a 30% discount on the upfront cost of installing small-scale battery systems. The discount will be based on the solar battery’s usable capacity and will gradually decrease until 2030.
The Australian Government will fully fund the discount for solar batteries by purchasing small-scale technology certificates (STCs). This means no costs will be passed on to householders through energy retailers.
Household batteries will assist in balancing electricity supply and demand across the whole grid. This should
NSW Home Energy Saver: Up to $15,000 Zero-Interest Finance + Up to $4,000 Discount
The NSW Government’s Home Energy Saver program provides financial assistance to eligible NSW households looking to install energy-saving technology, including a solar panel battery, making it one of the most accessible options for solar battery financing in NSW.
Up to $15,000 Zero-Interest Loan
- Eligible homeowners can access a zero-interest solar battery loan of up to $15,000, repayable over a period of up to 10 years
- Funds can go towards a range of energy upgrades, including rooftop solar, a solar battery for house use, Level 2 EV chargers and associated switchboard upgrades, plus other eligible energy-efficiency improvements
- To qualify, applicants must generally own the property, be an Australian citizen or permanent resident, and have a combined annual taxable household income of $210,000 or less
Up to $4,000 Home Energy Saver Discount
- A separate NSW Government discount of up to $4,000 is available towards eligible energy-saving upgrades
- Targeted at households with a combined annual income of up to $80,000, or households with an eligible concession card
- Eligible customers can potentially access both the discount and the zero-interest loan — the NSW Government recommends applying for the discount first, then using the loan towards the remaining cost
As of September 2026, applications for the $15,000 zero-interest loan are open, while applications for the up to $4,000 discount are expected to open shortly.
For KDEC customers, this program is particularly relevant to residential solar, battery storage and EV charging installations.
Claiming Solar Panel Rebates
Eligible solar panel installations may attract rebates using the Small-scale Renewable Energy Scheme (SRES) by supporting solar and battery uptake by awarding Small-scale Technology Certificates (STCs) for eligible systems. Each STC represents 1 megawatt hour (MWh) of renewable electricity generated or displaced.
STCs help meet national renewable targets and lower the cost of systems, making solar and battery solutions more affordable.
Installing eligible energy systems allows you to earn STCs, which KDEC offers as an upfront discount at the point of sale.
Eligible systems include:
- Solar PV
- Wind and hydro
- Solar water heaters
- Air source heat pumps
The number of STCs you receive depends on:
- Geographical location
- Installation date
- Amount of electricity generated or displaced in MWh
- Creation over one or 5 years, or a single maximum deeming period.

NSW Commercial Battery Incentives — Save with BESS4 & BESS5
From 1 September 2026, the NSW Government has expanded its Peak Demand Reduction Scheme (PDRS) to offer significant new battery rebates for commercial battery storage. These incentives are designed to reduce the upfront cost of installing a solar battery system, with a larger battery rebate available where the battery is installed alongside new or additional solar PV.
BESS4 – Small & Medium Business Battery Incentive
- Applies to eligible NSW commercial sites installing batteries with a usable capacity greater than 20 kWh and up to 200 kWh
- Eligible businesses may receive approximately 20–30% off the cost of a battery-only installation
- This increases to approximately 30–40% where the battery is installed together with qualifying new or additional solar PV
- Eligible batteries must meet the scheme’s product and installation requirements, including installation by a Solar Accreditation Australia accredited installer and compliance with relevant Australian Standards
- A minimum customer payment of $5,000 per implementation applies
BESS5 – Large Commercial & Industrial Battery Incentive
- Aimed at larger commercial and industrial energy users installing battery systems with a usable capacity greater than 200 kWh and up to 30 MWh
- Suits large-scale installations for factories, warehouses, agricultural operations, large commercial premises and other industrial facilities
- Incentives are calculated on up to the first 10 MWh (10,000 kWh) of eligible battery capacity
- Systems must meet additional technical and safety requirements, including inverter and solar sizing, grid connection, internet connectivity and controllability, and battery fire-safety testing
Combining Solar and Battery Incentives
These current solar battery rebates can potentially be combined with Australian Government solar incentives, creating a strong opportunity for NSW businesses installing solar and battery storage together with the battery potentially supported through BESS4 or BESS5, and the solar installation potentially supported through federal STCs. Actual battery rebates depend on system design, battery capacity, solar capacity, certificate values and eligibility requirements.
Federal STC Incentive for Commercial Solar: Above 100 kW to 1 MW
The Australian Government has significantly expanded the Small-scale Renewable Energy Scheme (SRES) to support larger commercial solar installations, opening the door to stronger solar battery rebates for businesses pairing solar with a solar battery system.
- From 1 October 2026, eligible solar PV systems above 100 kW and up to 1 MW will be able to create Small-scale Technology Certificates (STCs)
- Previously, the STC scheme was primarily limited to solar PV systems of up to 100 kW, so larger commercial systems generally missed out on the same upfront benefit
- Businesses installing systems such as 150 kW, 250 kW, 500 kW or even 1 MW solar systems may now receive a substantial upfront incentive through STCs, reducing the initial investment required for commercial solar
- Particularly relevant to warehouses, factories, manufacturing businesses, farms, agricultural facilities, schools, hospitals, large retail premises and other high-energy-use commercial sites
- Systems installed from 1 October 2026 can qualify, though the Clean Energy Regulator has advised that applications for these mid-scale systems are expected to open from mid to late November 2026
Major Opportunity for Commercial Solar + Battery
Combining the new federal commercial solar STCs with the NSW BESS4/BESS5 commercial battery rebates creates a significant new opportunity for NSW businesses. A qualifying business installing both commercial solar and a solar battery system may be able to access federal STCs, reducing the upfront cost of the solar system, plus NSW BESS4 or BESS5 incentives reducing the cost of the battery. For many commercial and industrial sites, this can materially reduce the upfront investment and improve the payback period for a complete solar and battery energy solution.
